Joe is a former Major General with 34 years of service in US Army.

He is an expert in strategy, policy, and planning. He is now applying experiences such as leading complex government negotiations, start-up programs, interfacing with Congress, working with the US National Security Council and developing global international partnerships to diverse  private sector challenges.

He was recently the J5 Deputy Director for Global Policy and Partnerships (GPP) on the Joint Staff, the Pentagon. In this role he was principal advisor to the Chairman of the Joint Chiefs of Staff and the Director for Strategy, Plans, and Policy. Previously he also served as Deputy Director for Politico-Military Affairs (Western Hemisphere), Strategic Plans and Policy Directorate (J5), on The Joint Staff.

Joe hold three degrees. He has an MSc in Operations Research from Naval Postgraduate School; a Masters of Military Art and Science from the US Army Command and General Staff College and is a West Point graduate.
